Luukas Ilves

Former government CIO Estonia

Luukas Ilves is the former Government Chief Information Officer of Estonia, where he led digital, connectivity, and cybersecurity policy for the world’s most digital country.

Previously, Luukas has held various roles in the public and private sectors in Estonia and Brussels, including at the European Commission, the cryptography deep tech company Guardtime, the Lisbon Council (a Brussels-based thinktank), and the Estonian government. During Estonia’s 2017 Presidency of the European Union Council, Luukas led the EU’s legislative work on telecommunications, data, and cyber security.

The President of Estonia has decorated Luukas with the Order of the White Star, one of the youngest recipients in the award’s history. In 2022, his work in support of Ukraine during Russia’s full-scale invasion was recognized by President Zelensky’s Ukraine Peace Prize.
