Kaspars Rožkalns is Director General at the Investment and Development Agency of Latvia (LIAA), Subordinate to the Minister for Economics of Latvia. LIAA aims at increasing export and the competitiveness of Latvian companies, facilitating foreign investment and implementing tourism development and innovation policies.
Kaspars has been working at LIAA for the last five years. Initially he was the Head of the LIAA Representative Office in Shanghai, China, and since 2018 holds the position of the Head of the LIAA Representative Office in Germany as well as from the beginning of 2020 is the Director General. Prior to that, he has had a wide experience of working in private sector in the service industry.
